* Removed the duplicate AddCapsHandler that existed in ScenePresence.MakeRootAgent; CAPs are already in place when this runs.
* Moved MoveAgentIntoRegion further down in the CompleteMovement method. * changed a couple of methods from protected to public in SceneCommunicationService
