Summary	0000130: The Updated test should use the updating interval, and only raise an error if the mirror has taken too long to update.
Description	So I need to keep some more history. The only time info is in the Release files, we can use that though. It'll be a WARNING if it's not updated within the mirrors update time, an ERROR if it's not updated past that.

Compare the current mirrors ... Release file Date to result_old/pkgmaster.do/ ... Release file Date.
