Subject: Changed the CreateCommsManagerPlugin so it requests a IRegionCreator
 and subscribes to the OnNewRegionCreated event on that interface rather than
 requesting the LoadRegionsPlugin directly. Removed the reference to
 OpenSim.ApplicationPlugins.LoadRegions from the CreateCommsManagerPlugin
 project.
