Subject: Adding OnChatBroadcast event logic to EventManager providing a clean
 interface for Sim broadcasts. Added SimBroadcast support to ChatModule.

Removing all code from IRCBridgeModule dealing with agent/client directly.

Cleaning up ChatModule.

Polishing IRC messages, adding support for "/me" (both directions).
