Renaming UserManagerBase.SetUserProfile(UserProfileData) to

UserManager.UpdateUserProfile(UserProfileData). 

Adding UpdateUserProfile(UserProfileData) to IUserService interface.

Adding RemoteAdminPlugin.XmlRpcUpdateUserAccountMethod(...) to provide
a remote update capability.
